At a time when senior politicians of all parties are trying to rebalance the relationship between Parliament and the Executive, the amendment would give the Financial Secretary yet another opportunity to make his name in history as a great champion of the rights of the legislature by giving greater powers to Parliament. That would achieve the objective of rebalancing that relationship set out by the Chancellor in his recent interviews. Given that the Financial Secretary has let other such opportunities slip through his grasp, I hope that he might take it.
