On a point of order, Mr. Olner. During your absence this morning, in our debate on clause 11, the Financial Secretary referred at length to a letter that he had distributed to members of the Committee. I was puzzled by that as I did not recall seeing it, but I did not raise it at the time because I assumed that I was perhaps the only Member who had not had it. I then discovered a copy of the letter in my second post at lunchtime.
