I am trying to understand what my hon. Friend is saying. Does he expect the board to promote the effective use of official statistics in the public interest? If he is indicating that that does not need to be made explicit in the Bill because it is implicit in the structure and the requirements placed on the board, that is one thing and I would understand it. However, if he is saying that it may or may not be important in future, that would be a little more disturbing.
