Is my hon. Friend as concerned as I am that analogies were being drawn with ASBOs? The real difference with ASBOs is the behaviour involved. With ASBOs, of course, the behaviour that we are trying to prevent is antisocial behaviour; in this instance, the behaviour that we are trying to prevent is serious crime. That distinction should also be drawn.
