I am grateful. I am not sure which comment the Minister is saying that I was taking out of context, the one from the Secretary of State or the one on page 9 of the DWP paper, which says that:
“level of payback cannot be guaranteed, and the choices and characteristics which may leave a small number of people at higher risk of low payback may not be apparent”.
