Before my hon. Friend goes on to the substance of his speech, I want to reflect on what was said on Second Reading about what the hon. and learned Member for Harborough said when he addressed the conference of the National Association of Probation Officers. He gave the impression that the Opposition were going to oppose the Bill and the spirit of the Bill. It might help the Committee if that point were now reiterated.
