I have heard what the Minister has said. He is right to say that we will get on to other, wider details, such as the arguments about the top-down approach, competition and so on. However, I still feel that we have not really gained any clarity on subsection (3). I have heard what the Minister has said about what the Government are trying to achieve in relation to the clause and his comments about not making provision where it is deemed unnecessary. Our purpose in tabling the amendment and raising the issue in Committee is to get more clarity on what is unnecessary or otherwise, which would be helpful. I can see that the Minister would like me to give way, and I shall do so in the interests of clarity.
