This is obviously an important issue. Will the hon. Lady comment on the situation of foreign nationals? I have friends who are consultant psychiatrists in London. They have told me that they regularly face foreign nationals with personality disorders whom they have to detain—they could not possibly allow such people to go free on the streets. They are not, however, British nationals. The consultants suspect that, sometimes, the relatives of foreign nationals with mental health problems come to London to dump them. That happens particularly in the case of people from African countries that do not have suitable mental health services. What does the hon. Lady think about charging in such a situation?
