The hon. Lady is extremely persuasive, and we shall return to the issue on Report. I cannot accept the new clause because we want to consider certain technical issues. However, we certainly wish to return to the matter and I can be encouraging and say that her case is convincing, as was that made in the other place. I hope that she will withdraw her new clause. I shall keep in very close touch with her about any amendment that we bring on Report.
