If I may be uncharacteristically ruder than my colleagues, does the Minister agree that the issue is not the welcome statement about putting responsibility on SHAs and health care providers, but the concern that in devolving that responsibility she might seek to deny her own responsibility and that of the Department for managing the overall resources to avoid this deplorable situation?
