I thank the Minister for that explanation. I will have to read what he said carefully in the Official Report and reflect on some of the comments that he made. I thought that he was honest about the fact that the figure might be 38 or 39, or 33; it will vary, depending on what is determined. This is a matter that we may return to on Report. With that in mind, I beg to ask leave to withdraw the amendment.
