I understand the Minister when he discusses the intentions that we all agree on. Would it not be better, however, to have a wider definition of partner authorities, rather than having to find office holders and then laboriously extend the provisions? For example, it might be appropriate in principle for members of the voluntary sector, which has not been mentioned, to be included in partnership authorities. Will the Minister confirm that?
