With respect, the hon. Gentleman puts it the wrong way round. The status quo is that London is in a different situation from the rest of the country. The Government are proposing to change it, but I am old-fashioned enough to think that the onus is always on those who propose to change the status quo to show a good and compelling reason for change. There is no evidence of such a reason.
