I asked earlier whether guidance wouldbe published. Does the guidance need parliamentary approval under either the negative or affirmative procedure, or will the Department just publish it and put it on the website?

I anticipated, from my experience of the hon. Gentleman on previous Committees, that he would ask whether the guidance should be published before the Committee has debated the relevant clause. The guidance will be produced before the end of the proceedings of the Bill. It is not subject to either the negative or the affirmative procedure because it is guidance that backs up the clauses, but he will have sight of it.
