The building blocks for the new structures are the existing districts or counties. There could also be cross-boundary structures. The Minister’s remarks about the boundary committee probably refer to existing unitary authorities, such as Leicester or Poole, expanding their boundaries if those boundaries are too tightly drawn. Presumably, therefore, the Minister wants to leave in the Bill the ability to annex adjoining areas.
