I am grateful to the hon. Gentleman for being so scrupulous about the Committee’s time. If at any stage the Minister wishes to acknowledge that he will accept the new clause I will be more than happy to sit down to save myself the bother of developing the case and the hon. Gentleman the expense in time of listening to it. However, it is important to rehearse the case because, as my hon. Friend the Member for Hammersmith and Fulham pointed out, these issues go to the heart of the character of the current incumbent and to the heart of one of the weaknesses in the legislation that governs what he can do.
