I apologise for misleading the Committee. The figure of 333 per cent. was far too low—the number of applications that the Mayor would consider would be 333 times larger. The Mayor is arguing that he should have control of 1 per cent. of total applications; if the Minister says that he currently controls 0.003 per cent. of them, 1 per cent. would represent a huge change.
