Does the hon. Gentleman’s anxiety apply similarly to Secretaries of State, who equally take decisions on appeal cases and call-ins? They are bound exactly as the Mayor will be—not simply by the broad framework of planning legislation but by propriety guidance and, perhaps most importantly, safeguards in common law, which have been in place for a very long time.
