I should like to mention the current incumbent in the mayoralty. He would quite openly accept, would he not, that he is in favour of redistribution of wealth? So he could quite rationally argue that under the new planning powers he would like to transfer moneys away from one part of London to another. Once again, the Greater London authority would have greater powers to transfer moneys away—particularly away from south London.
