The Government took the view that the adult learning inspectorate should go. That was just after the adult learning inspectorate was damning about the Government. In its final report, the inspectorate was critical of the Government’s record on skills. I do not want to be too prescriptive about that. Far be it for me to describe in detail precisely which of the requirements on colleges is most burdensome. However, if we move to self-regulation, that means by definition reducing some of the burden of regulation on others. If we are going to let FE grow up, we must be adult about that process.
