The hon. Gentleman mentioned the second world war. Does he agree that the economy has changed slightly since that time, as commercial buildings are at least as important to the economy these days, if not more so, than agricultural and industrial buildings, and it is about time that we modernised our economy? Is not that proposal part of such a measure?
