I understand what the hon. Gentleman has said, but does he agree that Parliament should always have the final say and that one glaring omission from the Bill is that there is no provision for any parliamentary confirmation of the rules in force? If he is lucky enough to get his Bill through Committee, will he at least reflect on Report on whether we need a system of parliamentary scrutiny of the contents of the rules?
