One of the terms of the St. Andrews agreement, as the hon. Gentleman would know if he had been present on Second Reading, was that the Government would legislate to correct the anomaly as it particularly applied to Irish nationals, but in doing so the Government corrected anomalies relating to the European Union generally. That is why there is this other anomaly, which we cannot correct, about spouses. However, if the hon. Gentleman looked at the measure, I think it would all become relatively clear to him.
