My hon. Friend has made an important point. A Canadian citizen can be employed, but an American citizen cannot, because one is from a Commonwealth country while the other is not. I outlined a bizarre scenario on Second Reading concerning a terrorist suspect with United Kingdom nationality. For example, Abu Hamza is now in prison, but theoretically he is entitled to apply for any job in the civil service, but the widow of a 9/11 victim would not be allowed to do so, if she were an American national, which cannot be right.
