Will not the hon. Gentleman accept that he is confusing punishment with some kind of physical chastisement or more severe sanction? It seems perfectly logical that if society sets boundaries beyond which people are not supposed to go, the most obvious one being murdering people, someone who breaches those must receive a sanction. Wider society expects that in order for it to be confident in the criminal justice system. A young person will only learn how to behave if they understand that if they go beyond that boundary, there will be a sanction of some sort. We are not a particularly punitive society. Our penalties are probably less severe than in the majority of other countries.
