I am very interested and somewhat reassured by what the Minister has said. He talks about exceptions that would justify the retention of the word “may”. I am sufficiently reassured by him saying that the intention is that the word “shall” will be used. I am extremely pleased that the debate has given an opportunity for the hon. Member for Ealing, North to air a concern that I am sure is common to all hon. Members. I, too, look forward to hearing the results of taking the issue forward. On that basis, I beg to ask leave to withdraw the amendment.
