When you are banned, you are banned. If someone works for estate agent A, they cannot just pop next door and work for estate B. They are banned for a specific purpose, because they are not fit. If the company is closed, it is because it is not fit. It is important to make that clear and that is why it is such a total loss if people decide to defy the law and refuse to put into place what is required by the enforcement officers—the OFT or the trading standards officer.
