The hon. Lady makes an interesting point. I know of three cases in which people have offered their houses for sale through an estate agent and sold them to an apparently legitimate purchaser, but it subsequently transpired that the estate agent was making the purchase through an agent, who happened to be a member of the same fraternal organisation. How would the victim know about that without the sort of protection that the hon. Lady is asking for?
