The hon. Gentleman makes a good point. The amendment seeks to ensure that the person from whom the arrears are being sought is party to the breakdown. There is a wider point which may well come up in further amendments or under clause stand part. The point I am trying to make with this amendment is a narrower one: a breakdown should be provided and should be available to the parties to the case so that they can at least scrutinise and respond to it. That is both for fairness and because sometimes the absence of a breakdown is a cause in itself of further delay.
