I have been listening carefully. There seems to be a slight difficulty. Will not the commission be providing the information to itself and then making the decision? The difference in the current system is that there is independent advice on the breakdown by the magistrates or sheriff court, but under this system it would appear that the commission is judge, jury and executioner all at the same time.
