I was listening very carefully to what the Minister had to say. Given that the amendment would give the commission the right to set the appropriate staffing level, perhaps he could tell us what he estimates is an adequate staffing level. Is that based on the anticipated reduction in case load as a result of the move to the voluntary payments? We have concerns about how quickly those voluntary payments, rather than the statutory scheme, will become the norm.
