When the Minister was talking about regulations, he did not mention minutes of agreement. They have been welcomed throughout the House, but there is a painful lack of detail about how they will work. Will he introduce regulations covering such matters as whether the agreements have to be in writing, whether there will be a register and whether there will be any quality control of the nature of voluntary agreements?
