The amendment, if I understand it correctly, would have two main impacts. It would set the commencement of the assessment phase at the point at which an individual makes a claim and the end of that phase and the movement to the main phase at the point at which the assessment process is complete, or 91 days after the claim was made if the assessment is not finished. I believe that that is the correct understanding.
