I am sure that the hon. Gentleman is right in his interpretation, although we must wait for the Under-Secretary’s confirmation. One would hope that there was something of an iterative process in which the personal adviser rang up and said, “Are you sure that that is the right thing for you to be doing?” There would then be something of a dialogue and this directive procedure would be used very much as the last resort.
