I am grateful to the Minister for that explanation. I would only note in passing that, at a later stage of the Bill, we shall discuss sanctions on claimants for not participating in activities that they are required to participate in by law. Does the Minister think it appropriate, given the emphasis that he put on the importance of responsibility, about which I agree, that in some parts of the country 50 per cent. of GPs are not submitting information that they are required by law to submit? Should they be sanctioned in some way?
