I can see the hon. Gentleman's point, but how many young people would have to run backwards and forwards outside his house in the evening, and for how long, shrieking and shouting, and inviting others to do the same, before he would think it was not acceptable? For how many nights would he be prepared to tolerate that, and at what time of night? What would be the numbers?
