With this it will be convenient to discuss the following amendments: No. 21, in clause 3, page 2, line 16, at end insert—

‘()the number of pedestrians and other vulnerable road users in the vicinity at the time,’.

No. 22, in clause 3, page 2, line 16, at end insert—

‘()the prevailing weather conditions,’.

No. 23, in clause 3, page 2, line 16, at end insert—

‘()the conditions of visibility,’.

No. 24, in clause 3, page 2, line 16, at end insert—

‘()any mitigating circumstances put forward by the offender.’.

No. 26, in clause 4, page 3, line 7, at end insert—

‘()the time of day it was committed,’.

No. 27, in clause 4, page 3, line 7, at end insert—
