I am interested in the Minister’s line of argument. Last week, she emphasised that the Secretary of State would give high-level, strategic direction. There is a distinction between that and the wording of the schedule, which refers to objectives rather than strategic objectives, which appear elsewhere in the Bill. Can the Minister explain the difference between a strategic objective and an objective? This wording suggests that the objectives mentioned here are at a much lower level than the strategic objectives that she mentioned previously.
