My hon. Friend makes an interesting point, which will, I am sure, be a recurring theme throughout our discussions in Committee. Does he agree that the need for some independence on staffing arrangements is underlined by other provisions in the Bill that appear to give the Secretary of State wide-ranging powers to change the agency’s object and composition, and that there is therefore a need for greater reassurance?
