Does the Minister accept that the courts and the police usually judge whether an act falls under the 2000 Act when bringing such matters to court? First, they decide whether the people involved are members of a terrorist organisation and whether a crime has been claimed by such an organisation. If the court makes that judgment when deciding whether an offence is a terrorist offence, why would a commissioner make a different judgment? Secondly, since all the acts that I have described would fall under the current legislation, why would the commissioner make a different judgment?
