The Minister has acknowledged that he will not accept any amendments to clause 3. There will, therefore, be an inherent anomaly in that clause. I would like the Minister to explain why OTRs will be given preferential—discriminatory—treatment compared with members of the security forces. That is a straightforward question, to which I would like a straightforward answer.
