Will the Minister make clear the position of a member of the security forces who was believed to fall within the legislation and applied for a certificate? There would be a period of time during which their application had to be examined. Would they not go to jail? Can the Minister give a categorical assurance that no member of the security forces would go to jail between their application for a certificate and its receipt?
