So that I can better understand what the hon. Gentleman has explained to the Committee, will he tell us whether he is trying to persuade us that the victims wanting the truth will accept an amnesty for those who admit to the most heinous of crimes? Surely victims want justice as well as the truth. The hon. Gentleman’s amendment would widen the catch-all section, but the net result will be that those who come within it will get an amnesty. Is that what victims actually want?
