Does the Minister not agree that it was inconsistent and incompatible for the Provisional IRA to hold on to its weapons while its colleagues were in government? No doubt the Minister and the Government would have indicated that that was not acceptable and that they would do everything they could to ensure that it did not happen, but it did happen. If the issue of exiles is not dealt with on the face of the Bill, what confidence can any of us have that it will be satisfactorily dealt with?
