Yes, we envisage the members acting corporately as a combined panel, as has been the case with other bodies. We do not envisage them acting independently. It will not be a case of “pick your certification commissioner”—we do not think that the amendments suggest that there would be a range of certification commissioners that people could choose from. They would be a corporate body.
