I appreciate the assurances that the Minister is trying to give, but can he explain why, despite his saying that this is all covered by the Terrorism Act 2000, there is no reference to that Act in clause 1(1)(a)? There is a reference to it in clause 1(1)(b). If everything is as the Minister’s assures us—I am sure that it is—why can he not accept the amendment?
