I am grateful to the Minister for giving way. I am sure he accepts that Parliament did not authorise any agreement to be made, nor can Parliament by bound by that agreement. As we are at the start of our discussions in Committee, I should say that I hope he will not use the fact that an agreement has been made as a reason for tabling any amendments that may be coming forward.
