Will the Minister clarify who, in his vision for the Bill, will investigate a complaint and how that will differ from what currently happens? Will a different person conduct an investigation or will the same person who conducts one now do so, albeit under a slightly different guise? I am slightly confused and would be grateful if the Minister clarified that point.
