Will the Minister explain what legislation he has in mind that extends outside England and Wales, Scotland and Northern Ireland? Are we dealing with the British overseas territories or is there another interpretation? [Interruption.] As my hon. Friend the Member for Cambridge says, wider still and wider.

Of course the Government do not intend to legislate beyond their territorial integrity. If that is the hon. Gentleman’s reading of clause 32, we will seek to clarify the point before Report.
