Does the hon. Gentleman agree that quite a number of regulators are set up with statutes that include all sorts of requirements? One of the hopes that clause 19 gives us is that it will lead to regulators acting consistently and in accordance with those promises. If, simply because a statute states that they have to do a particular thing, that does not apply, that will run a coach and horses through the provision. We are talking about the big regulators.
